Question about auction sniping on ebay?

Ok, so i was watching a video about auction sniping, and programs. The guy talked about manual auction sniping and program auction sniping, and have a question about each. With manual auction sniping, When you are at the last seconds and lets say the highest bid is 40 dollars, and you are going to snipe it for 60 dollars. In the video, the person entered in 60 dollars, and won the auction for 41 dollars. Does that mean that you can bid for more and ebay will automatically put your value for less if nobody matches it? And with program sniping, what is the best and safest program to use? Ive heard of Snipe to win and BayGenie

You put in your MAXIMUM bid on eBay, and then the eBay system will AUTOMATICALLY place the minimum bid, UP TO YOUR MAXIMUM, to keep you ahead in the auction, until such time as someone bids more than your maximum. So if the auction is at $30, and you put in $50, and the guy that bid $30 is at his max, then your bid will be $31, and if someone comes along and tries to bid $32, his $32 will be rejected, and your bid will now be at $33...etc...until $50. Get it?
